Essentially, any psychic pokemon with a 3 energy attack cost can attack for just one psychic (assuming there is at least one colorless in the attack cost). Somethings that will be able to attack for one energy.

Mewtwo EX (Psy Drive can be viable, doing 120)
Sigilyph with Safeguard
Trevenant
Cofagrigus PLF (70 and disrupts coin flips for a turn)
Chandelure EX (70 plus burn and confusion).
Gallade (Potential Pyroar Counter)

I'm sure there are some I'm missing, but I think being able to do all these attacks for one energy (especially combined with some powerful abilities) could make for a potent strategy.
 
This deck does seem kind of cool. I think one of the best ways to run it would be with Hex Girainta and Gengar EX. Both are Psychic types that utilize Poison damage, and both need only 3 Energy. You could easily play Lasers in it to let Giratina use Hex by itself. The deck also has a super easy time killing Garbodor, what with all the Psychic types. Not sure how easy that would be to fit into a deck, but I think it's definitely doable. You would also need some kind of counter to Yveltal, though, or just accept the loss. Gallade, Mewtwo, Chandelure, and Sigilyph (which even has synergy with Gengar) all seem like decent techs as well.
 
I think the best thing to do is

Gengar EX 3-1
Gardevoir/Gallade 3-1-3-1
Mewtwo 3
Sigilyph 1

Hex Giratina sounds like a interesting idea.
 
I would prefer a Golurk/Sigilyph deck for this:

3-3 Golurk (devolution punch)
2-1-2 Gardevoir
3 Sigilpyh
2 Mewtwo EX

Golurk beats all stage 1s and stage 2 pokemon that evolved with rare candy, knocking them out with devo punch + musc band. Sigilyph completely blocks all the big basic EXs that Golurk isnt knocking out. Mewtwo can ohko the big regular basics like reshiram, zekrom, yveltal with psydrive + muscle band.

All of these attacks are 1 energy with gardevoir + dimensional valley in play. This combo existed before but it was still 2 turn setups minimum for the above, with dimensional valley this turns into a 1 turn setup for some really powerful one turn KO attacks.
I wrote out a list and it actually seemed pretty solid and not at all stretched which is surprising
 
These two could be a 1-1 line because you can either attach for a quick evolution, or get Espeon in your hand and attack for free. There are a lot of Psychic-weak Pokemon in the meta today, so the 40 on a Benched Pokemon+Weakness could win games. Not to mention, snipe any fresh Trubbish. I was forced to use this in a ToxicroakEX/Trevenant deck on PTCGO because that's the only type I could scrape together a decent deck with. Psy Alert has come in handy a couple times, too.

Oh, and obviously you can use Mew EX again to use any 3 colorless energy attacks for 1 psychic energy. Although I cant really find a great application of this. But these are the attacks you have the option of using that are actually perhaps worth using:

Furfrou XY (80 dmg, flip a coin, if heads discard an energy attached to their active pokemon)
Kangaskhan EX (70, flip a coin, if heads +30)
M Kangaskhan EX (100, flip until tails, +30 for each heads)
Bouffalant Gold Breaker (60 + 60 if opponent is EX)
Palkia EX Strafe (50, move to bench)
Raticate BCR (reduce their hp to 10)
Registeel EX (30 dmg to 3 pokemon)

I mainly just went for basic pokemon because setting up a stage 2 as well as a stage 2 gardevoir and a stadium is probably more hassle than just attaching 3 times. I probably wouldnt use Mew EX here but I thought I might as well find out the attacks it could use with Gardevoir because I was curious.. perhaps a toolbox type deck with many of these different options plus 3 mew EX could be really fun to play with though, giving you options to change your strategy for playing vs different styles. Registeel EX and Raticate have good synergy I guess, being able to bring pokemon to 10 hp then knock them out even if they move to the bench. You could also put in Palka EX to save your Mews by using hit and run.
 
Oh Gengar would be perfect here; especially the mega. Copying any attack for a single energy, yeah that's pretty good no matter what you're facing.

Popotchi, I like the Mew idea too. Even in standard, Mew EX could be used with some of these (Mew/Raticate sounds really good). I wouldn't be surprised if Mew EX starts popping up in a few decks.
 
Well in practice its not THAT great just because other things exist which can get similar effects like gourgeist (which also dont give away 2 prizes) but its fun and it exists.
 
Gourgeist requires two psychic energy so DV wouldn't benefit it (no colorless energy costs) However, it would work with Gardevoir (though I find that unnecessary because the first attack is pretty good in it's own right). Raticate/Mew/DV would allow it to attack with a DCE.
 
Psy Drive for one Energy is really amusing. Pys Drive, Max Potion, rinse and repeat. The only problem is I'd want to play Virbank Lasers with it. Psy Drive + Muscle Band + HTL + Virbank = 170. But it's not possible since you need to play Dimensional Valley over Virbank. It would definitely run right through Fighting stuff with Lucario and things with Mewtwo and Deoxys.
