Ruling Expert Belt to effect damage

The card expert belt allows the attached pokemon +20 damage to it's attacks to the opponents active pokemon. Does this mean a pokemon with effect damage gains this +20 damage?

Example: Gengar lv x's compound pain. Does 30 damage to all opponents pokemon with damage counters on it.

I am understanding that expert belt only adds damage to the pokemons physical attack. The big bold numbers on the far right hand side of a card.

That's right. It only adds damage to attacks that do actual damage, not put damage counters.

Actually, I think he was asking about if the effect of the attack was damage, rather than just having the damage amount on the side of the card.

In the case of an attack like Feint Attack

The expert belt will add the +20 if you target the defending pokemon (but not if you target a benched pokemon. As long as it is damage, it doesn't matter how the damage is specified.
