Ruling Expert Belt/Trainer

I was playing against someone and I had Spirtomb active (No Trainers). He played an Expert Belt and claimed that it was a Tool, not a Trainer. I disagreed with him, but he was sure and claimed he had asked a judge/professor. Can someone please help me on this ruling.

Tools are Trainers as well.

Pokemon Tools and Technical Machines are subclasses of trainers.
