Finishing a Palkia-EX/Empoleon BREAK Deck

I'm trying to make a deck using Palkia and Empoleon Break as the core, here is what I have at the moment:
Pokemon: 18
Palkia-Ex x3
Piplup x3
Prinplup x1
Empoleon x3
Empoleon break x3
Remoraid x2
Octillery x2
Manaphy x1

Trainers: 30
Rough seas x3
Fighting Fury Belt x2
Dive Ball x4 (Can look for every pokemon in the deck)
Rare Candy x3 (Needed for Empoleon)
Float stone x2 (Only running 1 manaphy)
Sycamore x4
N x4
Lysandre x2
VS x4
Trainer Mail x2
Super Rod x2

Energy: 10 Water

Please any idea on how to improve this deck?
