BW/BW2 Fire Starter

When in it's evolution do you think it will have flames.
All the other fire starters had flames by their last evolution.

Charmander, Charmeleon, and Charizard on their tails.
Cyndaquil on his back
Quilava and Typhlosion on their head/neck
Blaziken on wrists
Chimchar, Monferno, and Infernape on their heads
