It really depends on your tournament organizer when it comes to the dropping for your two extra packs. I went to a prerelease and we had five rounds and you had to wait until the end of the fourth round before you drop or you couldn't get your two extra packs. I think they do it this way so people don't just get there packs play one round and drop.
I don't see why you would want to drop out though. Who knows you may win and get an extra pack, besides if it is your first tournament the experience is nice to have trust me, the UD pre-release was my first tournament as well. Granted the subsequent addiction was very painful on the wallet.
People will cheat if the tournament's not run the right way. I used to play in pre-releases and other limited tournaments for another card game and we never had a cheating problem. They would assign everyone seats, hand out packs, and hand out card lists. Then, you would open your packs, fill out the card lists with all cards, then hand it back to the organizer, who would give your cards with the list to someone random. That way, there is no cheating going on and you can make it a sanctioned event.

And bring your other cards for trade. I didn't and I ended up missing out on a lot.
