Could I play a head ringer on my oppenents primal Groudon EX

I would think you can attach Head ringers to oppenents Primal Groudon but i figured i would ask just make sure.
 
You would be correct. Because the card reads "excluding pokemon tools", cards like Head Ringer would still go through like normal.
 
Yep. Head Ringer and Jamming Net can be placed on a P-Groudon-EX. While they aren't "regular" Pokemon Tools, they are tools nonetheless. Omega Barrier does not prevent Groudon from being affected by Stadiums or Pokemon Tools, as the card text states.
