this is a troll question kind of, but I want to specify what "in play" means in regards to evolved Pokemon. If I have a bench of all stage 2 grass and fairy pokemon with Florges EX out as my active Pokemon, wouldn't the previous forms be considered "in play", therefore making his attack 20x 16 total in play Pokemon?

An Evolved Pokemon counts as a single Pokemon regardless of how many stages are underneath it. Its previous stages, while "in play" are regarded as part of the same Pokemon and have no other bearing on the game as far as the number of Pokemon in play is concerned. So even if you had a fully evolved Florges-BREAK (effectively a Stage 3, four Pokemon cards total) on your Bench, it would only count as one Pokemon for calculating Bright Garden's damage.
