Ruling Forest of giant plants and devolution spray

Just played a match at league ( no judge was present ) & my opponent had servine ( Fates ) in play as the active & FOGP is the active stadium, my opponent then plays devolution spray to devolve into snivy then plays servine again trying to go for another paralysis. Is this legal since devolution spray says you can't evolve the same Pokemon you used it on? Or is it nullified because of FOGP?

FOGP reads:
Each player's Grass Pokemon can evolve during his or her first turn or the turn he or she plays those Pokemon.

Devolution Spray reads:
Devolve 1 of your evolved Pokemon and put the highest evolution stage card on it into your hand. (That Pokemon can't evolve this turn)

You can evolve that pokemon again that turn because of FOGP. The devolution spray card has the ( That Pokemon can't evolve this turn). BUT because it's in ( ) it is just a ruling quote, because generally you can't evolve pokemon the turn they come into play. FOGP is an exception to that ruling.
