I want to be clear on how this stadium works.

Let's say my opponent has Chespin and Forest of Giant Plants out on his first turn. And in his hand he has, Quilladin, Chestnaught, and Chestnaught Break. Can he evolve all the way to Chestnaught break on his first turn because of the stadium?

Yes, he can. You can evolve a [G] Pokemon the turn it comes into play, even if you just evolved into it that turn.
