If you have a Fossil in your starting hand, do you have to lay it or can you choose to mulligan?

You must put the fossil down because it says it is counted as a basic pokemon.
If you get a Fossil in your starting hand and nothing else, you're starting with the Fossil (you don't have a choice). Also, since they're technically Trainers, you can't play any Fossils on the first turn of the game.
