When was the fossil ruling changed from

When your hand has a lone fossil it is still optional to play it to
You must play the lone fossil in your hand?

What i meant is the date because on our nationals (Mar. 30,2008) the fossil rule here was it's a mulligan so i need to know when the rule that you are forced to play a fossil start was made.
 
If the only thing in your opening hand that resembles a Pokemon is a Fossil, yeah, you have to start with it. I believe that was made as soon as MT or DP came out. I'm thinking DP.

The rule was changed sometime between Emerald and Holon Phantoms.

You might want to inform your judges. They seem to be a bit behind.

The DP change was that Fossils now count as prizes. They didn't before DP.
