I know that normally a Pokémon can not evolve during the first turn it is put into play/on the first turn of the game.

But can the Eevee evolve with the attachment of an energy on that turn?

Yes. Eevee's ability allows the user to evolve against normal evolution rules. Eevee can even evolve turn 1 with an energy attachment
