Ruling G Booster

My opponent has G Booster attached to a Genesect-EX and uses it.

1- Does it kill Safeguard?

2- Does it kill a Suicune with a Silver Mirror attached?

3- If I have a Klingklang as active Pokémon and another Klingklang benched does G Booster affect the Klingklang in play?

You are thinking about these backwards. The proper way to think about it is "Does (whatever effect) affect the damage from G-booster?" and the answer is no. No effect on the defending Pokemon, no matter where it came from, affects G Booster.
