Does gallades second attack "you may flip 1 prize,for each prize fliped +20 damaga...etc" counts as an effect of an attack (disabled by Holon WP and Unown G) or is it a part of the attack calculations and not disabled?

It is a part of the damage calculation process. It has to be done and cannot be prevented. It's the same as when you have to flip for coins to determine how much damage the attack does. ie "Flip 3 coins. This attack does 20 damage times the number of heads." Same thing for Gallades attack. It is a mandatory attack procedure. Nothing can prevent it.
