Ruling Garbodor question

What happens if both players are running Garbodor? Do they cancel each other out?

Garbodor 57/122 from XY breakpoint. Now that I'm thinking about it though, because of the clause, "except for Garbotoxin," I'd guess that they basically bypass each other and the net effect is the same as if only one Garbodor is in play with a tool card. Thanks!

Garbotoxin, means no abilities, if both players have it in play they do not turn each other off.
