cannot afford 3 more catchers so please do not suggest them, but i am more than open to suggestions for any other fixes! thanks!

If you have Dowsing Machine or Computer Search I'd use that instead of Rock Guard. Dowsing Machine would let you reuse Catcher for example while Computer Search could speed your deck up. If Garchomp / Altaria is going to win a matchup, it needs to be fast because late game the opposing Pokemon will just have too much HP and can dish out too much damage.

When you run Hypnotoxic Laser you should run Virbank City Gym. This way poisoned Pokemon take 2 additional damage counters between turns. This is a lot more helpful for the deck than Float Stone.

Because Garchomp / Altaria needs quickness to win, Super Rod does not really help it. I'd drop those for 2 more Hypnotoxic Laser to further capitalize on Virbank City Gym.
 
Since this deck runs Water Energy, you could also use Lapras NXD instead of Emolga. It has 100HP instead of Emolga's 70HP, but sacrificing Emolga's free retreat.
