Strategy
The strategy of this deck is basically the same one used in the theme deck Mach Strike(which is the best theme deck right now in my opinion): use Lucario's Precognitive Aura ability to get a Cynthia that will power up your Garchomp's Royal Blade to 200 base damage. Here are the key additions I made to the deck.
Key Additions
2 Gabite DRE: This Gabite is a extremely better than the one from ULP because of it's ability Dragon Call which allows you to search for one Dragon type Pokémon per turn and put it in your hand. This is a fantastic ability in case if you don't have a Garchomp in your hand at that point.
3 Altaria DRE: Altaria is the most important addition to this deck because of it's ability Fight Song which increases your Dragon type Pokémon attacks to do 20 more damage to the active. I have discovered that sometimes 200 damage isn't enough to take down a GX Pokémon because some of them have over 200 HP.If you have three Altaria on your bench, Royal Blade can do up to 260 damage and even 290 if you decide to put a choice band in the deck.
2 Alolan Vulpix GUR: Alolan Vulpix is very useful because of it's move Beacon which requires no energy and will allow you to search up to 2 Pokémon to put in your hand.
Suggestions
I would appreciate it if any of you had suggestions on how to counter Garbotoxin and Buzzwole GX. Those are the main weaknesses I discovered while using this deck.
