Hello Guys,

This is my first post here. I have the following idea for a deck for the future rotation (PCR-on):

Pokemon (17):
4-2-4 Haxorus (BREAKthrough)
3-1-3 Garchomp (BREAKpoint)

Energy (13)
4 DDE
4 Strong
3 Fighting
2 Metal

Trainer (30)
4 Rare Candy
3 Sycamore
3 Level Ball
3 Heavy Ball (for Haxorus)
3 Ultra Ball
2 N
3 Switch
2 Professor's Letter

Space left (7)

As you can see, there is a lot of space on the deck. I was trying to test it on PTCGO but I don't have all the candies (only 2). Without the four Candies, it is inviable. The idea is to have Haxorus as primary attacker and Garchomp as a backup. Due to Garchomp free retreat cost, I can change it to Haxorus and start to set up Dragon Dance. Also, Garchomp's first attack allow me to recover any type of energy (including Strong and Double Dragon). It is a shame Korrina is rotating out, so I will not include her and Training Center here as well. Any suggestions on how to improve the deck? Maybe 1-2 Wally?

Additionally, I'm trying keep it on a budget. As I live in Brazil, some cards are impossible to buy due to its high price (VS Seeker, Trainer's Mail).

I would suggest your consideration:

+1 Gible - to max-out the Basic for the line
+2 Teammates - to take advantage of the KOs you may have given the "low" HP of your Basic Pokemon
+2 Lysandre - to gust opponent's Pokemon to the active position
+2 Super Rod - to recover discarded Pokemon and/or basic energy

Thanks for the suggestions. I was able to find the Candies on PTCGO. I play tested it with that cards you suggested and it was fun but I think it lacks something. Sometimes it took at least 3 turns to set up a Garchomp or Haxorus, other times I had 2 of them on turn 3. Lysandre is really awesome.
 
Another thought: consider incorporating a 2-2 Carbink (Safeguard) line to be a starter, provide some energy attachment acceleration, and "wall" against opponent's EX Pokémon.

I was thinking on this. But which cards I need to remove? The Super Rods are 2 of them but I don't know what to remove to put the Carbink BREAK. Or maybe can I put only the 2 Carbink (without break), because Garchomp has an energy acceleration-like with his first attack.

Consider first testing:

-1 Fighting
-1 Level Ball
-1 Teammates
-1 Super Rod

+2 Carbink (Safeguard)
+2 Carbink BREAK

Carbink BREAK also provides additional HP which would improve the durability of Carbink too.

Carbink BREAK only offers energy acceleration for Garchomp. I cannot attach the energy to Haxorus (it would be perfect). But Carbink is good for a starter against decks which has a lot of EX.

Yes, Carbink, with its 90 HP, is a bit more durable than the Gible and it can only energy-attachment accelerate onto the Garchomp line - which could be helpful at times to setup a Bite Off attack faster.
