The Attack reads:

Search your discard pile for a pokemon excluding lvl x and put it onto your bench as a basic pokemon then you may search your discard pile for up to 3 basic energy cards and attach them to that pokemon.

So for example Im restoreing an Infernape to the bench with 3 energy cards.
Can I put Infernape lvl x on top of that on the next turn when its active?

Yes you may. When you Level Up a Pokemon, it doesn't specify what stage the previous Pokemon has to be.

Follow-up question: Pokémon brought into play through Restore get the +20 HP benefit from Snowpoint Temple, correct?

You play them as a basic pokemon, so if Snowpoint Temple says basic then it works.

Machamp can also use Take Out on them.

^ Do realize the correct term is unevolved, a term used to prevent confusion of LV.X and Garchomp's restore. A LV.X is not necessarily "basic," so the term unevolved is used.

Garchomp X states as a basic, unevolved refers to pokemon with baby forms.
i.e. hitmonchan can attack mewtwo lv.x if it evolved from tyrogue because mewtwo states "unevolved"

Incorrect. Garchomp LV.X restores pokemon as basics, but they are unevolved as well. Unevolved refers to Pokemon that have no evolution cards on it.

Unevolved refers to Pokemon that have no evolution cards on it.
Now your just being pedantic Garchomp states basic and hasn't been errata'd to say unevolved so why correct people who are calling them basic Garchomp states basic the everyone else has called them basic. As i stated the unevolved would only factor in, in cases similar to mewtwo Lv. X

I'm not correcting you about Garchomp LV.X's Restore (yes, they're basic... they're also unevolved)... I'm correcting you on your definition of what an unevolved Pokemon is (which is, what you refer as baby forms).

I stated baby forms as a reason why they created the definition hitmonchan would be a evolved basic due to the tyrogue underneath, (but anyway lets stop debating we both understand what we mean, probs just a break down in comunication)

Alright. I just felt that your definition wasn't full enough.
