I would flip the Sycamore and N ratios. You really want the disruption and Octillery helps to drive your draw power enough. I run dangerously close to decking out in longer games only playing 1-2 Sycamore per game as is.

I think you're one expansion too early for Weakness Policy. I'm not sure if the steel crowd will be piling in until Crimson Invasion (whether the new steel cards are great or not we won't know, but people will definitely be trying them), but honestly you're probably fine with the 2 Skyla to search for it. There's really nothing here that "damages" the consistency of the deck. Weakness Policy is just one of those cards that comes down to almost purely luck (Field Blower), so it's hard to say it'll be the game winning factor.

Give it a shot. I think this list is fine.

Yeah testing with Metagross with policy shows me how much I need it, I once won 2-0 against Metagross which is pretty good. After Worlds Metagross will be very popular as it kills the big 3 Goliso/Garb, Garb/Drampa, and Gardy

Garbodor's ability lock destroys it, and if you knew how Metagross ran you would know not being able to use Geotech System ruins the point. It will still be popular because it has a lot of good matchups, and some very good matchups like Gardevoir and Alolan Ninetales. Here are my suggestions for your actual deck list.

I don't think that running 3 Choice Band is that good, but I definitely agree that it's needed. I think that people are underestimating Garbotoxin, it's a lot more active this season than last season, so I would say that most decks SHOULD be playing 3 Field Blower, since it's really possible that you discard 2. Yes, you have Twilight GX, but that's a turn that you don't attack, which is something you don't usually want. I also find that a heck of a lot of people have a heck of a lot of games where they wish they had 4 Guzma, but are stuck to their beliefs that they only need 3. I also think Fairy Garden is bad, since Stadium counters are very, VERY hard to avoid during games, and I think the space would be better spent on 2 Float Stone and other cards. 3 Lele is also an absolute lifesaver in Gardy since it's a solid attacker, and if you whiff Octillery or prize either piece, you're in for a bad time.
 
I don't feel Choice Band helps at all personally I can 99% of the time get the OHKO without it. And as I mentioned it helps against Metagross, they may have 3 blowers but I essentially have 4 Policies ;)
 
BUMP I came in second at a League Cup. I tied with Gardy, then beat a random Fire/Water deck, then beat Golisopod, and lost to Metagross leaving me at 2-1-1 getting me to top 4 I beat the same Metagross player and lost in the mirror

Gardevoir can beat Metagross if the player is half-decent, and the list is consistent. It was a really small league cup if you got top 4 with 2-1-1. I guess I can't be talking though because I went 4-3 last night and got 22nd at a 80 man tournament. But what can you do when 2 of those losses were Lele starts with no supporter or Pokemon until you lose, and the 3rd loss was prizing 5 Energy in swiss. I would play a Super Rod so you can get Pokemon back and Fairy Energy so you don't waste a turn using the GX instead of attacking.

I've never seen this really pulled off, Metagross usually picks up after 2-3 prizes have been taken. Also, the reason the Metagross player went 4-0 was because 95% of the Seniors there were playing Gardy. If you can provide evidence of any Gardy player beating a Metagross player (without the Metagross player dead-drawing) I'd appreciate it.

Although I can't provide evidence right now, you're under-estimating the fact that matchups don't matter as much now, since the game has become more strategic, and is more about playing a chess game instead of blowing up and being able to throw away resources because cards like VS Seeker got them back(No, I'm never going to stop referencing VS Seeker).

How does that relate at all to what I said? Also, this is Gardy's ONE bad matchup, so why not run a card to "counter the counter" as opposed to just immediately losing. Sure Metagross can play around it but they still waste resources "countering the counter to the counter". Again I'd rather have 50% chance of beating it than less than a 25% chance

Take out the ninth Fairy energy for Rod.

Also, I have to side with Gumball on Weakness Policy. Metagross always runs 2-3 Field Blowers. Lose your second Skyla for a fourth N. If you do end up taking out Weakness Policy (you should) add a third diancie and the second Skyla back.

My bad forgot to update the list, here are the changes

Also, I've never lost a game because I ran Policy over Band. But I have won some due to it. Also Twilight essentially makes me have 4 Policies meaning 3 Blowers won't kill it

I use Skyla 2, almost every game XD. But 2 just suits my playstyle similar to how 4 SYcamore doesn't suit my playstyle. And again I'm keeping the policies no matter what

It's different because you're still in seniors, where people tend to play the same decks for a long period of time, and just try to specifically beat other seniors. But besides that point, if you're a good enough player, you can play around Metagross without the use of Policy. If you think that you can't beat ONE matchup without ONE card, then what happens when you draw into that card in literally any other matchup? Also, if Metagross plays 3 Field Blower to get rid of your Weakness Policys, then if you Twilight to put them back in, then wouldn't that mean that you're left open, so Metagross takes a KO and 2 prizes anyway? You either esesntially get 3 Policies, or 4 and behind 2 prizes. Either way, the Metagross player could get around it. I would also like to ask which number of regionals this would make for you, and exactly where Hartford is.

Again, I've never seen any other Gardy deck get around Metagross. Also, this is my 2nd Regionals, my first was Philly, I ran Vilebox, but wasn't prepared for Fright Night Yveltal and going against Jolteon, so I did pretty bad. Also, most Greninja decks unanimously used Silent Lab to counter Promo Tina, it's a similar case to my Weakness Policies. My experience with Philly told me to be prepared for everything. Also, when I'm not against Metagross, I use it as Ultra Ball fodder.
 
I'm just curious jessaakasam when was the last time you saw a competitive Gardevoir deck run Weakness Policy? I haven't and I can guarantee you that you won't see one. You can't deny how good players like Andrew Mahone, Diego Cassiraga, and so many other good players. If you want to make your deck worse by running it that's fine it is your deck after all. Good players understand it's not worth wasting 1 or 2 cards on one matchup. This similar topic has been talked about in so many decks wether it's Altar of the Sunne, Giratina Promo, Espeon EX, or Weakness Policy. Almost always the conclusion is that it's not worth running the card just to stop a matchup. The even worse thing about your situation is that you are wasting more than 1 card on it.

I tested Weakness Policy in my Garde deck and I hated it xD

Even when I came up against Metagross they had a Field Blower and when I wasn't against Metagross it was Garb fuel and the only use I got out of it was Ultra Ball fodder.
