No. There is no power that MUST be used every turn, although the text may seem like you have to do it every turn.

(Gardevoir LV.X has a power, by the way).

Poke-Bodies, on the other hand, are mandatory.
 
Poke-Powers can be used whenever you want on your turn (unless the card says differently)

Poke-Bodies HAVE to be used whenever the card says to be used.
