Ruling Gen 3 ex cards vs. Gen 6 EX cards

Ok, this is a weird question that doesn't involve any specific card. Some pics are linked for an example.

Does a generation 3 Pokemon ex card count the same thing as a Generation 5/6 Pokemon-EX card? Example, can Jamming Net be attached to Chansey ex? Or are they considered different mechanics? Or some analagous Gen 3 card that refers to Pokemon ex work for Gen 6 Pokemon cards?

They are functionally separate (though similarly named) mechanics. What affects one does not affect the other.
