Ruling Gengar and Pyroar

Hi, does Gengar's Night Attack bypass Pyroar's Intimidating Mane ability??
I know Gengar can't hurt Safeguard monsters, but they say attacks and effects, Pyroar only says attacks.

Gengar EXs attack will let you place damage counters on pyroar. It goes back to the damage vs damage counters
