Ruling Gengar EX and Sigilyph

I saw a post on here about someone asking if Primal Kyogre EX used Tidal Storm, it must remove 2 energy from Primal Kyogre EX to a benched Pokemon. If that benched Pokemon just so happens to be only on Suicune with Safeguard, the 2 energy must be put in the discard pile because all effects of attacks from an EX is prevented.

This had me thinking, am I allowed to switch my Gengar EX to Sigilyph or Suicune with Safeguard because Dark Corridor from Gengar EX is an attack, and switching is part of the attack.

This also brings to another question regarding Primal Kyogre EX and Suicune with Safeguard. If a player wanted to discard two energy from Primal Kyogre by using the attack Tidal Storm, can he/she do so even if there are other Pokemon on his/her bench? Does that player must automatically transfer the 2 energy to the Pokemon that will not discard the energy (Pokemon without the ability Safeguard)?

A: Yes, because Gengar-EX is the target of the attack, not Sigilyph the switch does take place.

Q: Can I use Primal Kyogre-EX’s Tidal Storm and attach the 2 Energy onto a Sigilyph LTR/Suicune PLB?
A: Yes, Suicune is a valid target. However, those Energies would get discarded.

Edit: Also note that you cannot use Tidal Storm to discard Energy if you do not have Sigilyph on your Bench. You can only discard the Energy if you target Sigilyph with the attack.
