i've been playing for about a month and this is my first deck, I would like some suggestions on what to do to make it better.. It seems to fare really well but i feel it can do better.

So here's the deal with Meowstic. Meowstic for one energy can basically do what Reuniclus' Damage Swap did, except on your opponent's Pokémon. With this said, there is a few major adjustments that can be done.

I feel like Toxicrock EX is not needed and you're running a possibly too heavy amount of Wobbufett. The reasoning behind this is because Bat's and Forretress is a much better option to stack damage and swap around. Gengar EX is somewhat useable with Dark Corridor in my opinion, but that's even iffy and takes two energy to retreat which could be a hindrance.

Muscle Band isn't need as much in this deck. True Gengar EX could use it, but you don't really need it if you have a constant flow of damage coming in and could be replaced by more important cards.

AZ is a must need for this deck to abuse things like Bats. Pokémon Center Lady is also not needed due to low HP on most of your Pokémon. Pokémon Fan Club can be replaced by more Ultra Ball.

Your stadium count should be higher for Pokémon like Gengar EX and Wobbufett.

DCE isn't needed in this deck either and should focused on getting single energy attachments for quick attacks or none at all with Dimensional Valley, Hex Maniac is also another good idea because it negates abilities while not affecting your stage ones.

Here's an idea of what I would run for the deck.

I don't have the budget for shaymin EX's, do i really need those or could i take them out for 2 Unowns/nothing? and why is the energy count so low? alot of decks ive seen have small energy pools and it confuses me. thanks, i'm going to see if my friends have any of these cards to trade!

You don't need high energy counts in order to deal damage to your opponent. Most of your attackers with Dimension Valley is one to no energy at all so you don't need high amounts of energy cards so other cards can be used to help towards draw power or stopping your opponent.

As far as Unknown, you could try it but I'd just keep Gengar EX since it's only one card being drawn and isn't worth being replaced for damage.

No on the level balls. They are not important since it only grabs Meowstic pieces. As I said above. They aren't super important.

Since this deck lacks shaymin. It might need cards to help its draw outside of supporters
Be it unown or trainers mail. Dropping luxury cards like pokemon fanclub\center lady for 2 trainer's mail or both for 4 unown. This will greatly help ur consistency and speed.
Also consider lucky helmet on wobuffett. It normally just sits in the front to take hits. Why not draw cards for it?

Lucky helmet is only useful when you take more than one hit, more often than not it won't take more than one and there are other cards more useful. While Meowstic could be dropped 2-2. As for Unown, Shaymin EX would just be a better replacement than 2 Unown since Trainer's Mail will net you better chances for this deck.

You also need to understand that Wobbuffet slows down majority of decks that use shaymin. Those decks tend to run less supporters and have a good chance of drawing dead early game. It also works both ways. So shaymin in his hands will be terrible since it his blocked by his wobbufet as well. Gengar and shaymin just don't mix well

I keep forgetting that Shaymin EX is a ridiculous price now compared to the release of ROS, tis' rather annoying honestly. I can see how it could possibly work, I'd just be concerned about it being Megaphoned away, but on the other hand Startling Megaphone hasn't been seen as much as it once was so Lucky Helmet would most likely be a better option than Unown.
 
Interesting variant to a deck (Gallade-Gourgeist) I play.

Since Gengar does not spread damage across all opponent's Poké, the effectiveness of your Meowstc is minimized, IMO.

Secondly, why the 3-3 Meowstic line? These are easy 1HKO targets. Also, the 6 cards investment seems quite excessive to me, especially when Meowstic's value is to just move opponent's damage counters around. I typically employ my Meowstic at the time to win the game. So, with 3 Espurrs, there is a good chance you might start with it - and Espurr is not a good starter.

Why 3 Lysandre and only 1 VS Seeker? The 3 Lysandre definitely seem excessive while the lone VS Seeker, a far more versatile Item, is too little, IMO.

Given the above comments, following are some suggested deck changes for your consideration:

-2 Espurr
-2 Meowstic

-2 Shauna (PBOs should net you more cards)
-1 Pokémon Fan Club - ideally speaking, Balls are tpically "faster" early game
-1 Lysandre
-1 Professor's Letter - 1 should be sufficient, IMO

+1 Lugia EX - very effective alternate attacker and provides some Weakness diversity

+2 Professor Birch's Observations
+2 Ultra Ball - increase Poké search capability
+2 VS Seeker
+2 Dimension Valley

I understand the Meowstic. Gengar has trouble knocking things out. Being able to secure knock outs on things that have retreated is really huge for gengar. But gengar can function without damage counter manipulation.
