1) If my opponent retreat, is the 7 damage counter will be put on the new defending Pokemon?

2) If Gengar LM will be KO by that 7 damage counter, can it activate it's Poke-Power?

3) If Dragonite δ successfully flipped head for Agility, and Wobbuffet LM tries to attack (second attack), at the end of my opponent's next turn (which the Agility still head), do it receives damages? How if the Agility is tails?
 
1. No; all effects go away when your Active Pokémon leaves the Active spot.

2. No; Shadow Curse specifies Gengar must be KOed by damage from an opponent's attack, and Shadow Tag's placement of 7 damage counters is not damage.
 
Shadow Tag would indeed get blocked; regardless of when the damaging takes place, Shadow Tag's effect is still an effect on Dragonite δ, and all effects are blocked on an Agility heads flip.

If you flip tails on Agility, you get slammed for 7 damage counters like you normally would.
