Ruling Gengar shadow room

If Gengar uses Shadow Room on a Pokémon that has a Poke-power but its lvl x does not, and its lvl x is on top at the time, does it still do 60 damage or will it do 30?

Also am I right or wrong in this topic?

The Lv. X is just considered an extension of the previous form. For example, Rhyperior Lv. X. Rhyperior has a Power, so you do 60 damage.

And I believe you're right about the other topic, but I'm not positive.
 
Toxicroak G only prevents the discarding the cards effect I believe, it never prevents the damage. So I think you're right in the other topic.
