Communication? Yes. Communication searches for any 1 Pokemon. Just remember you can only search 1 half at a time.
Bebe's? Yes (1 half at a time).
Luxury Ball? Yes, since it says to search for any non-LV.X. Legends aren't LV.Xs so you may. (But remember, only 1 half per card.)
