Ruling Golurk Devolution Punch

Let's say the pokemon that Golurk targets is stage 2 pokemon that was already poisoned before golurk's attack...will the stage 1 pokemon (or basic for that matter) still be poisoned after golurk's devolution attack? Or, do the rules consider the new pokemon cleared of status?
 
The ruling below explains. "A devolved Pokemon counts as just coming into play." That means it has no active status effects. The poison is cleared.

Q. Can I use Rare Candy on a Pokemon that was devolved on that same turn (i.e. Devolution Spray, Hyper Devolution Spray, etc.)?
A. No, you cannot. A Pokemon must be in play since the beginning of the turn in which you are using Rare Candy. A devolved Pokemon counts as just coming into play. (Jun 3, 2004 PUI Rules Team; Jun 9, 2011 PUI Rules Team)

Ok, so if the pokemon that was hit by Golurk's devolution punch is considered a new pokemon that just came into play, does that mean my opponent can not evolve it during their next turn? Do they have to wait an additional turn?
