-1 Skuntank G (While it is good with Broken-Time Space, it also hurts your own Pokémon. And also, it's not a Donk deck where you always return from your Bench to your hand, then return to the Bench again your Pokés. This is a beatdown deck)
-1 Spiritomb (You want to start with Magikarp. However, this one is the only one where I say if you want, you can keep it in your Deck)
-1 Tyrogue (Too slow, not maches the theme. For stall, there's Cleffa & Iglypuff.)

- 3 Expert Belt (While it is a good card, that +1 card can hurt AND there are more important cards you need to include.)
- 1 Black Belt (Same, even if it's a bit worse then Expert)
- 1 Copycat (This one can be really risky. I agree that there are some Decks with a lots of cards in their hand, but there are others which has really few. Against them, it's just a dead draw. However, you can keep this one too if you want, I just think there are more important cards to include.)

+2 Energy Removal (Better stall than any Pokémon. 'nuff said.)
+2 Gust of Wind (Same, but it can also be a huge benefit for beatdown.)
+1 Professor Oak (More consistent draw engine, especially after Computer Search/Item Finder)
+2 Roseanne's Research (Search, even for energies)
+1 [W] Energy (To make it a bit more consistent. Sometimes your Gyarados's going to be hit, and in this case, you need another energies.)

Of course there are still cards you can change to make your Deck better, but these are the basic changes I suggest. Keep up the good work!
