use feraligatr to power up gyarados' dragon beat, otk most gengar, sp lv.x, and donphan, ttk all others, floatzel gl x for rescue, regice to switch out if gyarados is dying then bring up feraligatr to backup until i get gyarados back, then switch with regice again next turn
 
It looks like it'll take too much set up to me. I would focus on either sniping or Gyarados, and not do both.
If you insist I would find room for at least one more Uxie LA because you're going to need it to get the cards you need to set up. You could take out a Gyarados, and run 4-2, because then if one dies then you have another in deck and you only have to recover 1 magikarp. A third would just be excessive.

I never run more than 2 expert belts in a deck because then they ony have to knock out 3 of your attackers to win, and that's just a risk I don't like to take.
Regice LA moves your opponents pokemon, and I beleive th ruling was that if your opponents pokemon is evolved you CANT discard anyway. It'd be better to run warp points and a 4th Junk Arm. I prefer warp points to warp energy because if you don't have Feraligatr up, then you don't have to waste your 1 energy per turn on a warp energy.

I don't know where you would fit them because everything else seems really important to the deck, but Spiritomb AA and rare candys (obviously not at the same time) would help get you evolving faster and spiritomb would help slow down your opponent to let you get set up.

Since Gatr Prime looks like it's just there for his water ability, you could run 1-1-1, and just have him sit on your bench maybe?

To have two main attackers that have no synergy between each other, and whos match-up umbrae don't cover the whole spectrum is usually a bad decision. I'd focus more on Gyarados, and make a Dragon Dance (Dragon Beat + Rain Dance) deck. Get belts out quick so you get them out before you get trainer locked, then OHKO some Gengars, SP LV. X's, Donphan, and some others, and 2HKO everything.
