Playthrough Healing With Shell Bell?

In B2, my Lucario has a Shell Bell and sometimes the HP it recovers is just 1 single point! Is this a glitch or is there a reason for it?

The Shell Bell heals HP based on the amount of damage you do, so maybe you just didn't do much damage those turns?

O.O I didn't know about that! I thought it worked just like Leftovers or Black Sludge, so I'm sure you're correct.
