Yes, as Heatran Lv.X's Poke Power doesn't state that you can't use it more than once.

but the rules do say that you cannot have two of the same ex or lvl x pokemon in your deck
 
^lol, what rule is that? the "i am desperate to raise my postcount so i'm going to post rules that don't exist" rule?
just for your info, you can have up to 4 of a pokemon (such as 2 heatran and 2 heatran X)

it DOES say "once at the end of your turn" so i believe that 2 heatran Lv X won't be able to both use their pokepowers. and even i you get P-sprayed, you won't be able to use the other Heat Wave.
 
^ The "once at the end of your turn" portion is there so that you can't use the power more than once on that Heatran. It says nothing about affecting other Heatrans (except if they are active and discarded an energy or two) in the text, so you would still be able to use the power two times if you had 2 heatrans. If it just said "at the end of your turn you may use this power", one could twist it to mean that you can use at as many times as you want at the end of your turn. So to avoid confusion I guess, they printed the "once" portion.

So yes you can use the power twice with 2 heatrans (once for each heatran)
 
the thing is that i am not sure of where the power applies, an example is (metal) Magnezone SF, it's power is on the player, meaning no matter how many of them you have on the field, you can't search more than 1 pokemon in total, however, i can't determine the target of heatran's pokepower. i certainly don't believe it to be itself, but it doesn't sem to be the player, and the question should go to the compendium if you ask me -_-

If a power says Once during your turn blah blah blah, you can use it multiple times if you have multiple copies out on the field. HOWEVER:

Some powers say Once during your turn blah blah blah, and then they say YOU MAY ONLY USE 1 [insert power name here] during your turn, like Sunflora SW.

now, to THAT i can relate, guess i was wrong about the magnezone too, but thanks, tis is how we learn.
