I wanted to make a sandstorm team for vgc and I need some help finishing it. It is an all-out attacking team. This is what I have so far:
Tyranitar
Landorus
Terrakion
Rotom-W?
Latios?
Heatran?
Garchomp?
Excadrill?

The pokemon with question marks are pokemon I am not sure about yet. Thanks!

If it's legal, definitely use Excadrill. It's awesome in sand. Garchomp as well. They're normally Ubers for a reason. Heatran is good, but it's from the opposite side of the attacking spectrum as the rest.

This is what I'm thinking now:
Tyranitar
Hippowdon
Excadrill
Landorus
Latios

Would Garchomp be repetidive with dragon coverage or not? I think I'll add Garchomp as my sixth pokemon though.

I'd do that, and I'd also take off Latios for Terrakion. If you're gonna go hyper offense, you'd be best off sticking to one side of the spectrum.

For VGC, Zapdos or Thundurus are good in sand. If Leftovers arent taken, I'd recommend Leftovers on them. Thundurus might be better because it can cripple with +1 Priority Thunder wave. Zapdos is far bulkier and can use a Sitrus Berry very effectively and has Discharge+Heat Wave. they can also effectivley switch in to take Tyranitar's place and resist a fighting move.

Heatran is a Terrible idea. If your balloon pops from priority and you use Earthquake... oh man will you be in trouble.

Also, I think Hippodown is not a good choice. I'd recommend Aerodactyl since it gets OK special bulk in sand. However, the main reason I'd use Aerodactyl is it's high speed and access to Sandstorm. If your going against another weather team, Sandstorm with Aerodactyl. I had a manual sandstorm team and I have to say that Excadrill+SS setup Aerodactyl were a fantastic combo(Flinchhax with Rock Slide after setting up SS.)

However, now you'd have major Ice weakness. Rotom-W could be good for this or Metagross to resist and counter Hitmontops that are usually top level threats on Tyranitar.

Another really good Sand pokemon is Cradily. It has Storm Drain in the Dream World and is Grass/Rock type. It gets STAB Energy Ball and can threaten Rotom-W and Gastrodon(Walls Rotom-W and Zapdos).

So my suggestion is:
Tyranitar
Excadrill
Landorus/Cradily (Much less Ice weakness.)
Zapdos/Thundurus
Aeordactyl
Metagross/Rotom-W

I can help some more later.

Don't forget about Cresselia. Despitie Moonlight getting trolled, it gets plenty of support moves. Helping Hand can be great. You use Helping hand while your partner uses Earthquake, which misses Cress thanks to levitate, and just hits both opponents for boosted damage. Dual Screens will support very well. Ice Beam/Icy Wind can be used to take down opposing flying-types. And it's got Thunder Wave as well. Trick Room could also be a big one. If your opponent uses Trick Room, or Tailwind, this will put you back on top as far as speed goes. I would reccommend Cresselia > Aerodactyl. Also I don't really like Cradily, I don't feel it hits hard enough for VGC play. Walls don't exist in VGC because of how offensive it is. Not even Blissey can keep itself alive indefinitely. 2 Pokémon attacking at once is overwhelming. Most of the time when Cradily is used, it's to wall the opponent thanks to Sandstorm, and set up Curse for a sweep. In VGC I really think it has 0 merit. The only useful attack I think it gets is Rock Slide, but it will be too slow to utilize the double flinch.

Also, ubers in VGC are mostly the super power Pokémon or Pokémon exclusive to an event, so you don't have to worry about stuff like Garchomp and Excadrill being uber. Just things like Mewtwo, Kyogre, etc. or event Pokémon like Jirachi or Celebi.

Cresselia is on SO many teams it's not funny. Tiers don't matter in VGC, just look at the rules to see what's banned. Don't use both Sandstorm makers. It's a waste. If you're not doing Trick Room with it then Tyranitar is the better choice. The Ice weakness is a big problem in a lot of Sandstorm teams, so are the Grass/Water weaknesses. Steel types like Metagross will help this. I've never seen Aerodactyl on a team so I can't lend you much help there.

I don't really see how both sandstorm makers is a waste. I choose one or the other depending on the opponent's team. But, if it'll free up enough room, I'll take Hippowdon off.

How's this?
Tyranitar
Landorus
Excadrill
Garchomp
Cresselia
Terrakion

If this is a good team, I'll post it in the RMT.
