Help for someone new to competetive VGC

Me and my brother are mostly into the TCG, but next year he's going to be in the same division as me, and he didn't like that idea. He decided to start playing the VGC competitively instead of haveing to face me in the TCG. However, neither of us have any knowledge at all of what's needed to competitively play in the VGC. For anyone who would be kind enough to help, here are the things I was wondering:
-What's a good team? What should he be trying to get and train?
-Does he need to do anything like EV training to make his team stronger?
-What does he need to take to a tourney?

Well, for next year, no one knows the rules. Its pretty hard to build a team if you don't know whats in the pool of Pokemon to use.

You will need to EV train. Also, Pokemon's levels are reset to Level 50 for Competitive VGC.

You will need to take your DS to the tournament.

Just throwing this out there to help you EV train: At level 50, every eight EV points add one point to a stat. Other than that, Bippa pretty much answered all of your questions correct.
