Help with Battle Roads Deck (Gatrstoise with chance of 'Form)

After the reviews of my last deck I decided to make another one:

Strategy:
Typical Rain Dance/Wash Out Combo for Feraligatr and Blastoise
Castform (Rain) hit poke for sleep then swithc with Castform (Snow Cloud) hits all opponent's pokemon, retreating for Gatr, increasing damage for Hydro Crunch.

Okay, but what's the strategy for Empoleon/Gardevoir?

Meh, I'd just go with standard Blastgatr. So, switch the lines of Blastoise and Gatr, making Blastoise have 3-3-3 and Gatr 2-2-2.

-6 Castform (just Luxray bait, even more-so than Blastoise is)
-1 Snorlax (I'm assuming you're talking about the one that gets energy from the discard, you're not going to want to use an attack for that.)
-1 Wartortle (Makes the line 3-2-3)
+4 Starter of choice (Sableye, Spiritomb, Smeargle, Manaphy, Stantler, etc)

4 spots extra so far.

-T/S/S-
-2 Dual Balls (Too flippy, maybe in HGSS on, but not here)
-1 Prof. Elm's (Not with Bebe's in the format)
-1 Fisherman (1 is enough, especially with that new B/W Trainer that came out)
+2 Pokemon Collector (Why AREN'T you running any?)
+1 Pokemon Communication (Basically a Bebe's in Trainer form)
+1 Bebe's (MOAR CONSISTENCY)
+1 BTS (MOAR CONSISTENCY)

3 Extra spots so far.

+3 DCE (The deck likes it, especially when you're running so little water energy)

Honestly, with Nidoqueen and Serperior in the format, Spreading with Castform-Hail won't do much, and Sleep is flippy. Plus they only have 70 HP, so they're extremely easy to KO. Many things can just Flash Bite and do a 60 Damage attack. IMO, just go with straight Blastgatr.

For the starters, can 2 Stantler and 2 Sableye works?

And I have no Collectors to put in deck (Probably buy HS Trainer Kit for them when I have money)

I'd put in 4 of one and none of another, but I've never really tried splitting it up. Do whatever your heart desires
