Triumphant is what I'd go with. There's more staples in HGSS, but if you pull any primes you don't like in Triumphant, it makes for great trade-bait.
I'd say Triumphant. HGSS has great staples, but TR has much better Primes. Better for trading and deckbuilding.
You could just buy a couple trainer kits and get all the Collectors and Communications you need; Triumphant is a better set overall.

It's a tie between BW and TU.
BW is one of the better sets we've had lately. Reuniclus, Emboar, Reshiram, Zekrom, etc. plus collectibles like the FAs and Pikachu. Also decent Trainers like Switch, SSU, Communication, and Juniper.

The HeartGold SoulSilver set is Phenomenal because of Pokemon Communication and Pokemon Collector. Plus Donphan and Feraligator Prime are very playable in the upcoming format, but Triumphant is better because of the primes in the set (Gengar, Machamp, Magnezone and Yanmega) and the playable/staple Trainers, Supporters and energy including Twins, Junk Arm, Seeker, Rescue Energy and to a lesser extent Black Belt. Though if you haven't bought Black and White Booster box yet it's great too (though not in the HGSS block of sets).

When I was just getting back into the game, one of my first purchases was a TM box, and I never regretted it. The set has some awesome, useful primes, and T/S/S cards. A lot of the artwork is very cool, as well. Second choice would probably be the original HGSS set for some of the same reasons, but the HGSS starter set gives you a good number of the useful T/S/S cards for really cheap, so it's not quite as useful.
