Pokemon - 17
3 Reshiram EX
3-1-2 Emboar
2 Victini (ability)
2 Mewtwo EX
2-2 Ninetails

Trainers - 29
1 Fisherman
4 Pokemon Collector
4 Professor Oak's New Theory

3 Eviolite
3 Heavy Ball
3 Junk Arm
3 Pokemon Catcher
3 Pokemon Communication
3 Rare Candy
2 Switch

Energy - 14
10 Fire
4 Double Colorless

Strategy:
Reshiram and mewtwo for attacking, emboar to load energy, fliptini and eviolite helps for recoil damage, ninetails for draw. This is a rough build and I would be thankful for any help.

I have thought of something like yours idea before too but in the end gave it up..

The one and only reason: Mewtwo EX!

Imagine you finally set up either your own mewtwo with 5 or 6 energy or reshi with 4 energy after much effort only to have your opponent knocking them out with their own mewtwo with only a DCE and eviolite attached to it to prevent it from KO next turn.. Letting my opponent fetching 2 prize easily just turns me away from the idea..

Comparing to this I would rather build around magnezone and boar even though that would require more deck space dedicate to energy and the supporter that let you search top number of deck equal number of prize for energy and ofcause consistency issue due to 2 stage 2 line..

This deck is good, but has too much search and not enough consistancy. You only play 2 emboar and 4 Draw Supporters. I would suggest:
-2 Pokemon Communication
-1 Heavy Ball
-2-2 Ninetales
+4 Cheren
+2 Cilan
+1 Emboar

my suggestion would be a slightly older method

Pokemon - 20
3 Reshiram EX
3-2-3 Emboar
2 Victini (ability)
1 Mewtwo EX
3-3 Ninetails HGSS

Trainers - 21
1 Fisherman
2 Pokemon Collector
2 Twins
2 Switch
4 Professor Elm's Training Method
3 Eviolite
4 Pokemon Catcher
4 Rare Candy

Energy - 18
14 Fire
4 Double Colorless

mainly to search for multiple ninetales to use power and draw that's why there's more energy than average deck. max out catcher to take out opponent potential threats with reshiram and mewtwo is more of a tech..
