Strategy - Main hitter is Donphan. Hit using Earthquake and put a few damage counters on the Dragons. Use Pokemon catcher and a DCE along with a properly injured dragon for cheap KO's.

The relatively high HP's on the basics help against the opponents' Pokemon catchers.

I guess I'm still debating whether Stantler is OK...

Starters are not needed, turn that into a 4-4 DOnphan Prime

Judge is also not needed, and get 11 draw supporerters at least. In the combination of PONT, Juniper and Copycat

Judge and Juniper are vital to countering Yanmega as you can shrink your hand or increase it to lengths that they hopefully cant get to. Also Judge is great disruption
 
They also end up as dead draw when you're starting and you gamble your hand. For a Yanmega deck, shrinking hand size is pretty easy as compared to increasing it. You do not use Judge when you do not have some other form of draw like Magnezone or Ninetails.

Still, if you would want to., two is the maximum of it. Focus more on PONT and Juniper.
 
I'd make these changes:

-1 Reshiram there isn't much that this hits harder than Kyurem/Zekrom so you don't need so many
-2 Judge this card hurts you more often than not because you don't run Yanmega
-2 Engineer's Adjustments these just aren't very good
-2 Interviewer's Questions since your attackers don't need much energy this is unneccesary
-1 Flower Shop Lady you simply don't need this in this deck, revives do better
-1 Seeker doesn't do much of anything in this deck
-3 Victory Medal a really bad card
-2 Dual Ball Collector is better
-14

+1-1 Donphan this guy needs to be maxed out so you can get him out more consistantly
+1 Zekrom this guy is your only counter to water types
+1 Professor Oak's New Theory maxed for consistency
+2 Pokemon Communication any deck running evolutions needs 4 of these
+1 Revive lets you pull downed dragons out of the discard
+4 Pokemon Collector in a deck running this many basics 4 is a must
+3 PlusPower lets you reduce turns needing to KO big threats
