If I have Mew EX (LM) and my opponent has a weezing (DX) and I uses weezing's Liability, what happens...the attack text says "weezing does 70 damage itself" Did I knock out the opponent weezing?

No, since Weezing didn't use the attack. It would do 70 to Mew ex.
It would do 140 to mew ex because its weak to itself. The "weezing does 70 to itself" is self-referencing, meaning its refering to the pokemon. So if an attack would make you discard an energy attached to charmander, it wouldn't discard an energy attached to your opponets active charmander, but your mew ex.
