Hi I'm new at Pokemon TCG, and I dont understand almost nothing of the new rules, the new decks, etc.

So if anyone can help me out in here I'd apreciate it.

Whats a Matenite? Raiegg? :(
 
Buy a starter deck. It has an instruction manual and has all the rules.(Starter decks are not good for competitive play)

Metanite is a archetype(popular and playable) deck and so is Raieggs. Check in the deck garage to get an idea of what the decks look like.
 
Also, in the manual, there is a section which tells you what to take out/ put into it.
I'd recommend either the Green Cyclone Deck (Crystal Guardians) or the Dark Blast deck (Power Keepers) along with that buy a few boosters and you are well on your way to playing.

Then visit http://op.pokemon-tcg.com/content/ find a league in Portugal (if there is one near you) and go along and talk to the organiser and he can explain all your questions
