Strategy:
An aggressive version of Dragonite, It mainly relies on Ho-Oh EX for energy acceleration which is now better than ever due to Battle Compressor.
Quickly and consistently hitting for a high amount of damage as well as the threat of keep recycling damaged attackers with fresh ones is what the deck is all about.
You're almost guaranteed to get a bad starter in this deck but the impact of it is reduced due to the ability of Dragonite EX.

To recycle Dragonite/Ho-Oh/Jirachi it's mainly VS Seeker and AZ I'm relying on.
Heavy Super Scoop Up being difficult to fit into this deck.

LaserBank is my preferred way of adding damage in this deck since it can function quickly and effectively. While Virizion EX is always dangerous for the opponent to bench due to Ho-Oh EX and the 4x Compressor + 4x VS Seeker which can often provide the Lysandre needed to knock it out.
Altaria is another option which both gives better basics to start with as well as the option to hit for 180. However both the fact that it takes up valuable bench spots and taking time to set up does make it less attractive option imo.
Most pokémon that have 180 hp are not able to OHKO Dragonite anyway, not making them as big of a threat in that regard.

You could try a yveltal counter, as I see it could give this deck trouble. Maybe Raikou?(you would up the count of lightning) I also might add in a Xerosic for toad. 2 ho oh is all i've ever needed for a ho oh deck before.

M Manectric if anything. OHKO's Yveltal for only two attachments, and adds to the theme of Energy acceleration from the discard. I guess you could just play the Basic Manectric with a few Jamming Nets / Head Ringers instead of the Mega.

Since I run laser Dedenne is also a good option for an easy answer to Yveltal EX. Manectric EX of course also being good, you can OHKO with Muscle Band + Laser there as well while they don't have a tool attached.
Yveltal EX is mainly a problem alongside Garbodor since it has 170 hp you can usually trade with it okay unless you're under a continuous ability lock. Ninetales also being able to OHKO it IF you get heads on laser.
I've been personally playing against A LOT of Donphan and Eels. Garbodor decks being a surprisingly rare sight. I originally ran 2 Startling Megaphone in this list.

Fairy in particular is a really nasty match-up. Xerneas regular being more threatening than ever.

This was before the release of Battle Compressor. The risk of starting with it being a big argument against playing more than 2.
I highly recommend trying 3x Ho-Oh in this deck. You will very often have turns where it's crucial to get a Ho-Oh EX out.

How's the toad matchup? I assume it depends on how quickly they can get a quaking punch off

Seismitoad EX definitely has the advantage.

It both comes down to if they can get Quaking Punch + Garbodor and how quickly you can setup yourself. If you can accelerate a bunch of energy during your first turn with Battle Compressors and get a Dragonite EX/Virizion EX powered up Seismitoad will usually have a rough time with keeping a continuous item lock.

However Item + Ability lock is certainly very nasty for this deck. While Team Flare Grunt/Crushing Hammer can discard your lightning energy and keep you from attacking with Dragonite. While both Dragonite EX and Ho-Oh EX have a heavy retreat cost that's difficult to work around under Item + Ability lock.

I could run more Virizion EX or possibly the shaky Shaymin EX to help deal with Seismitoad.
Another option to consider would be an Eevee -> Leafeon/Jolteon line (instead of ninetales). While a second Startling Megaphone or possibly 1x Xerosic would certainly assist against Garbodor.

The reason I haven't been teching more against the match-up is because I have surprisingly only faced a Seismitoad + Garbodor three times in 250+ games vs "meta quality" (take this statement with a grain of salt) decks in the expanded format. Which is strange considering the immense popularity of Donphan. It's both beaten out by Tool Drop, Night March and Round!
I love keeping statistics with decks I play. ^^

Of course if I were going to an actual tournament I may expect Yveltal EX/Seismitoad EX + Garbodor more when being popular choices for the standard format while also being decent in expanded.
