Ruling Holon Circle

Can anyone please tell me how does Holon Circle actually works?

If I announce an attack, do my attack does any damage to the opponent's pokemon?

No, if you attack when Holon Circle is in play, then you have to discard it.

No because as it stated in the card, "If an active pokemon uses an attack, that attack ends, & discard this card"...
So that means if either side attack first, that damage will be prevented & the player's turn ends immediately....
