Ruling Holon Energy WP

I am having trouble with Holon Energy WP and how it works.
Here are two scenarios in which I battled it:

My friend attachs a Holon Energy WP to his Ludicolo with a Water Energy Card already attached to it. My Dragonite ex d uses Dragon Roar. My friend thinks that it does nothing for Holon Energy WP reads that it "prevents all effects of attacks, excluding damage done to that Pokemon by your opponent's Pokemon." But you are placing damage counters. Is that an effect?

Another one is that my friend attachs Holon Energy WP to his Ludicolo, again, and my Deoxys ex(Attack Form) uses Psyburst. I can discard two Energy from Deoxys ex to do 50+20 more damage for each Energy card attached to the Defending Pokemon. I do not think that this is effecting the Defending Pokemon because this is actual damage.

Can you tell me if I am right on both of these scenarios? Thanks in advance!

Here are some things to consider for how Holon WP works when a Water Energy is attached:

1) Placing damage counters is considered an effect of an attack. So Dragon Roar would not work in this case.

2) Anything that is used to calculate damage is not considered an effect of the attack, so Psyburst would work normally.

3) If an attack switches a Benched Pokémon with the Active Pokémon, no switch takes place, because the switching action is prevented.

4) If an attack would prevent the opponent from playing Trainer cards, discard cards from their hand, or target anything that does not involve the Pokémon with the Holon WP attached to it, that affect would still work. For example, Stantler's Push Away would still discard Trainer cards even if Holon WP is attached to the Defending Pokémon, and the attack would still do damage.

Yes dudemen. Psyburst would still do normal damage but dragon roar would have no effect.
 
No, you only apply the final effects/damage of the attack on the Pokemon with Holon WP energy. For example, benched Pokemon caclulate the final damage of Black Magic, then the damage is applied. Either way you look at it, WP can't prevent actual damage in any way.
