I know its stops counters and special conditions but does it basically stop anything that dose not have base damage or add to the base damage?
 
Right. If it's not damage, it's an effect. Effects that add to the base damage do not count as effects and are not stopped by WP.

but is base damage only the bold number or can it be like empoleons ice blade? o and sorry for the extra question.lol
 
Holon WP only prevents effects (not damage) done to that Pokemon. People seem to miss that part, or simply enjoy ignoring it.

So Ice Blade still does damage to something with WP attached. The opponent choosing that Pokemon is not an effect done to that Pokemon. The only other thing left is the damage, which WP specifically says it doesn't prevent.

Similarly, Gallade's Psychic Cut. WP doesn't stop the opponent from flipping prizes to increase the damage. Flipping prizes isn't an effect done to that Pokemon. After that, it does damage, which again isn't prevented.

It would, however, stop Gallade's Sonic Blade. That attack does no damage, it places damage counters as part of one of its effect. And that's an effect done to that Pokemon.
 
So am I right in thinking that it would stop attacks that say "place X damage counters on etc etc"?
For example, would it stop Dragonite EX's attack?

Yes it would. Dragonite's Dragon Roar is not damage right? So it prevents that. Sweet huh?

for example, I use Tri Attack from Porigon-Z, and opponent`s pokemon have WP attach, prevent my attack?
Tri Attack is 40x flip 3 coins. this attack does 40 damage times the number of head.

No, WP doesn't do anything to Tri-Attack. Coin flips for damage calculation aren't an effect done to that Pokemon. Well, unless you actually have a live Pokemon sitting there and you throw the coin at him.
