Are any of the cards from before the D/P sets still legal? If so, how is weakness and resistance applied?
 
They will be rotated from Modified legality September 1st, but if you do not play in Modified tournaments Weakness and Resistance are applied as normal. The older cards retain their times 2 Weakness and -30 Resistance.
 
You can if they are reprinted in a DP-on set. Say you have a Rare Candy from EX Emerald. You can still use it because it has a reprint in DP: Great Encouters.

Other examples include Switch, Warp Point and Multi Energy.

For a select few, you will need a copy of the lastest printing of it outside of your deck, or bring a copy of the Card-Dex. (Found at www.go-pokemon.com) A few examples would be Metal Energy Neo Genesis and PlusPower Base Set.

Yes, you can. For Rare Candy, you do not have to show a Card-Dex entry for Rare Candy or have a copy of Rare Candy from GE.
