Ruling houndoom uf<>fossils

What if you have houndoom uf in play and you have less pokemon in play then your opponent, and your opponent wants to play a fossil?
The card clearly says counts as C pokemon (still counts as trainer card) so that means he is not able to play it?Right? any comments
am i right or am i wrong?

no you can't play fossils, same as ATM ice kills all fossils

Great, that means my deck might still has a shot at the regionals
