XY How Do I Access Friend Safaris?

So, I've only recently finished the main story in Pokémon Y and went to visit the Friend Safari... I'm interested in adding more people so I can get some pokémon, but I've only added 2 relatives so I'm not sure how it works exactly.
I've seen the thread for the Friend Code exchange but what I want to know is, if I add someone, can I access that person's safari immediatly or does the other person also has to add me? If it is the second, then how can I be sure that I'll be able to access that person's safari? Because the person may never add me and I'll be left on the wait...

You do need to add each other in order for it to work, yes. If you find someone you'd like to add to your FC list from our Safari page, you can always PM the other person or leave a message on their profile asking to exchange. Once you've both added the other, you'll be able to see the first 2 Pokémon in their Safari. You will both need to be online at the same time in order to see their 3rd Pokémon, and they must have beaten the Elite 4 in their current game.
