The typical rule for Pokemon is only 4 of a kind in one deck. Does that rule also apply to trainers?

Yes. The only cards where that is different are Energy and Ace Specs.

Just to be specific, "Energy" here means basic energy, special energy cards are indeed subject to the limit.
